Policy 3290, Student Personal Electronic Device Use, was presented for a second reading.

This policy for student use of personal electronic devices was developed through a comprehensive, community-engaged process facilitated by the Superintendent and the Public Information Officer. A workgroup composed of students, staff, teachers, administrators, labor partners, and parents and guardians informed its development by drawing on model policies, research, case studies, and feedback on the "Off and Away" expectation already in place in Shoreline schools this year.

Several factors shaped the need for a formal policy: OSPI has provided guidance and encouraged school districts to develop cell phone policies; the School Board has had an interest in developing a policy in recent years; community members have requested it through public comment, direct conversation, and community forums; and state leaders have an interest in addressing this issue in K-12 schools. The policy was reviewed and affirmed by the District's legal counsel, the superintendent leadership team, and secondary principals.

The draft policy was shared in district communications for feedback from students, staff, and families. Responses were limited, and none indicated a need for changes to the draft as shared.

Language in response to Board questions during the first reading was incorporated.

The School Board voted to approve the new policy as read.

New Policy 1005, Key Functions of the Board was presented for first reading at the Board’s June 2 regular meeting. This new policy incorporates the more explicit language from the WSSDA sample policy with the same number. Additionally, Policy 1710, Responsibilities of the Board, is being proposed for rescission. Language in response to Board discussion during the first reading was incorporated into Policy 1005 for the second reading, specifically the addition of bullet #2 from Policy 1710, which states: “Adopting policy that will guide the district towards compliance with federal and state statutes, rules, regulations, and local control issues.

The three remaining bullets from Policy 1710 are either incorporated into Policy 1005 or are addressed in other policies.

The School Board voted to adopt Policy 1005 and rescind Policy 1710.

This presentation provided an overview of Shoreline School District’s Student Services department and the systems, programs, and supports designed to ensure students with disabilities have access to meaningful, inclusive, and high-quality educational experiences from Pre-K through age 22. The presentation highlights the district’s continued commitment to inclusionary practices, MTSS, co-teaching, behavior and transition supports, professional development, isolation and restraint data, and collaboration with families, staff, and community partners.

The presentation concluded with a review of district accomplishments, ongoing areas of focus, and priorities for the 2026–27 school year, including leadership transitions, IEP Online 3.0 implementation, paraeducator training, transition services expansion, and continued collaboration with general education to strengthen inclusive practices and outcomes for students.

 Policy 1710, Responsibilities of the Board, is being proposed for rescission in order to implement WSSDA’s more explicit Policy 1005, Key Functions of the Board.

In Policy 1110, Number of Members and Terms of Office, language regarding the student representatives of the Board has been deleted and a reference to Policy and Procedure 1235/1235P, Student Representative to the Board, has been inserted.

Minor edits have also been made to Policies 1810, 1821, and 1822 (as listed above) and Policy 1250 is being proposed for rescission.

These policies will be brought back for recommended adoption and rescission at the Board’s regular meeting on June 15.

This brief presentation provided a high level update on progress towards the 2025–2026 Board and Superintendent Goals, per Policy 1810. The report includes Board progress on monitoring Strategic Plan implementation and district initiatives, development of the Personal Electronic Device Policy, and engagement activities with students, staff, families, and community members. It also describes advocacy efforts to support improved financial stability through state and federal funding.

Highlights of progress on Superintendent goals include advancing Strategic Plan targets, maintaining budget stability in alignment with Board guidance, and developing a community-engaged framework for potential districtwide policy development.

This presentation provided an overview of Shoreline’s programs serving multilingual learners (MLLs), including eligibility criteria, state, federal and local funding sources, as well as the demographics of the multilingual learners served K-12. Dr. Kaje was joined by Stacy Davison, MLL Instructional Specialist, who shared about about Shoreline’s supportive mainstream services K-12 and María Treviño, Dual Language Coordinator, who shared about our Dual Language program, located at Briarcrest Elementary School, Kellogg Middle School, and Shorecrest High School.

Dr. Kaje also shared about other multilingual programs in Shoreline, including the Language Access grant serving multilingual families and the Afghan Refugee grant. The presentation concluded with a report on both academic and language outcomes of Shoreline’s multilingual learners.

Shoreline School District is developing a districtwide policy regarding student use of personal electronic devices, including cell phones, with anticipated implementation in the 2026–2027 school year. A policy development workgroup composed of students, families, and staff has met to review research, examine policies from other districts, and develop policy recommendations for a draft policy for Board consideration. This report provided an update to the Board on the progress of this work.

A first reading of the draft policy will be presented at the June 2, 2026 Board meeting, followed by continued refinement. The second reading of the policy for recommended Board adoption is scheduled for the June 15, 2026 board meeting.

Policy 1410, Executive and Closed Sessions has not been updated since 2004; however, WSSDA most recently updated this policy in June 2022. These revisions will bring the district policy more in alignment with the WSSDA sample policy. Revisions, in part, include:

• Deletion of the first paragraph regarding the timing of executive sessions
• Addition of data breach disclosure as appropriate grounds for holding an executive session
• Clarification of “director” in bullet #5
• Definition of potential litigation
• Clarification of closed sessions

This report provides details on the enrollment trends and the impacts of:

• Lower birth rates in the community, which impacts kindergarten enrollment
• Enrollment decline during COVID reset total enrollment at a lower level
• Enrollment changes from lower enrollment in kindergarten vs. larger class sizes in high school that are moving through the system to Running Start and graduation

State-Funded Salary Increases (IPD) for 2026-27

State Depreciation Payments for School Buses

• Extended deprecation payment cycle:
  • Small buses from 8-10 years
  • Large buses from 13-15 years
• Reduces depreciation payments for the next two years.
• Reduces funding available to purchase new school buses

Running Start

• Students currently can enroll in high school and Running Start program at colleges to a total of 1.4 FTE. This will be reduced to 1.3 FTE.

This report is an annual update from the Food and Nutrition Services Department and the District Wellness and Mental Health Committee regarding program performance, policy compliance, and activities. In alignment with the USDA, Shoreline School District operates various federal meal programs to serve students healthy, nutritious meals to support learning and overall health.

This presentation updated the Board on programs offered, current participation data, inspiring activities, grants, and future activities and goals. The presentation also included a summary report of the District Wellness and Mental Health Committee annual activities.

Board Legislative Representative Meghan Jernigan and Vice President Sara Betnel shared proposed position submission(s) for the WSSDA position platform, which is then considered for adoption by the full WSSDA membership during General Assembly in the Fall.

Following a report on the recommendations from DIMC, a presentation that includes additional details on the recommendation for the adoption of Fishtank as our core K-5 English Language Arts curriculum will be presented for a first reading at Tuesday’s meeting by District Academic Officer Mike VanOrden, who will be joined by:

As part of the district’s commitment to literacy, Shoreline conducted a focused K-5 English Language Arts curriculum review aligned with our Strategic Plan and instructional materials policies. A representative, 30-member adoption committee evaluated materials for standards alignment, instructional quality, equity, bias, and usability. The evaluation was also informed by feedback from students and staff who participated in the pilot. Based on this process, the committee unanimously recommended adoption of the Fishtank curriculum.

The recommendation has been reviewed by the District Instructional Materials Committee, whose members also unanimously recommended Fishtank for adoption. Opportunities for family review and input were also provided alongside the process, and a summary of this feedback, the process timeline, committee roster, adoption process policy crosswalk, and summary of student and teacher feedback are provided as attachments.

These materials were presented for first reading and will be brought forward for recommended adoption at the Board’s regular meeting on April 14.

At its regular meeting on March 17, 2026, the Board received a presentation from district staff on the feasibility review and recommendations regarding a communitydriven request to name the Shorewood baseball field at Meridian Park after former Shorewood Baseball Coach, Wyatt Tonkin. The Board gave direction for staff to proceed with the naming process.

The original request to name the Meridian Park baseball field after Coach Tonkin was submitted via email on April 14, 2024. Since that time, Policy 9250 Naming and Renaming District-Managed Facilities and Spaces was revised to allow for naming of district-managed spaces other than school buildings. Subsequently, Procedure 9250P and the submission form were drafted to adhere to the revised policy. The naming request was re-submitted in accordance with the revised policy and procedures, which prompted the feasibility review as outlined in policy.

The policy and procedures provide flexibility to adjust next steps and timelines, allowing the Board to formally consider naming the baseball field and take action during the March 31 regular board meeting.

The school board voted to approve the naming of Tonkin Field.

With the revision of School Board Policy 9250 and development of Procedure 9250P, the school district received one submission to name a baseball field after a former coach. After the submission window ended November 30, 2025, the 60-day feasibility review began, with the review conducted in consultation with Maintenance and Operations, Athletics, and the Superintendent’s cabinet. The presentation recapped the review conducted and offered the school district’s recommendation for the naming request and an additional recommendation to revise Policy 9250 as a result of the review.

District Academic Officer Mike VanOrden and Director of Equitable Leadership, Pedagogy and Family Engagement Chhoun Mey presented a progress report on district equity efforts aligned with the Board’s Race and Equity Policy, Anti-Racism Resolution, Ethnic Studies Resolution, and Strategic Plan.

The Office of Superintendent of Public Instruction recently updated high school graduation reports to include the class of 2025. High school graduation rates for the District, disaggregated by subgroups, were presented. Additionally, postsecondary data for recent high school graduates, such as enrollment and completion rates in 2-year and 4-year colleges, were presented in disaggregated fashion. Factors affecting these rates and district strategies and activities aimed at improving these were discussed. Presented by Dr. Dan Gallagher, Director of Secondary Academic Programs/CTE.

Each year, schools in Shoreline create improvement plans as required by WAC 180-16-22. This process includes the development of plans that are data driven and promote a positive impact on student learning. Shoreline high schools also complete the process of school accreditation every six years in alignment with the school improvement process.

Shoreline administrative staff provided information about the 2025-2026 school improvement plans, planning process, and alignment with the district strategic plan. Principals from Kellogg Middle School, Echo Lake Elementary School, and Lake Forest Park Elementary School presented their school improvement plans in November 2025. District Academic Officer Mike VanOrden provided the Board with the district’s annual monitoring update on progress toward Strategic Plan targets in literacy, graduation, and student well-being. It summarizes current performance against long term goals, highlights key trends, and identifies areas of strength, areas for continued focus, and planned next steps aligned with district priorities. The purpose of this update is to support the Board’s oversight role by providing a clear picture of progress toward adopted goals.

A Strategic Plan Indicators Data Appendix is also included in the packet for reference. The appendix provides the indicator-level data, monitored by staff, for reference. Additional, monitored indicator data, will be shared during the secondary programs presentation in February.

Recognition of Ranice Innocent, Echo Lake Title I/LAP Teacher by the Professional Educator Standards Board | Letter of Recognition

Director of Athletics Don Dalziel presented updates Policy 4330, Use of School Facilities, to align with the WSSDA sample policy 4260,  which eliminates redundant language and reorganizes content placement. This update also
reduces the number of facility use categories from four to three, by eliminating Shoreline School District groups as a “user” category. The revision has been reviewed by the District’s legal counsel and the Superintendent Leadership Team.

This revision will be brought forward for second reading and recommended adoption at the Board’s regular meeting on January 13, 2026.

Assistant Superintendent of Human Resources and Business Services presented a recommendation for a new policy regarding civility in the workplace, Policy 5161. Shoreline Schools currently has policy regarding staff-to-staff and staff-to-student behaviors that are not allowed in the workplace, but we do not currently have a policy that speaks to a universal expectation of "civil" behavior in the district and defines what it encompasses. This draft has been reviewed by staff members, administration, and community members.

New Policy 5161, Civility in the Workplace, will be brought forward for second reading and recommended adoption at the Board’s January 13 regular meeting.

Superintendent Susana Reyes presented a revision to Section 2.a of Policy 4300, Limiting Immigration Enforcement in Schools. The recommended revision is noted below with a strikethrough of the language that will be removed. Recording the information about a person’s credentials and other details is sufficient. Administrators or staff will not be expected to verify credentials or other documents presented by an immigration official. The building administrator or designee will forward the information to the district office for further review by the Superintendent and/or legal counsel.

“Shoreline School District staff shall immediately alert and direct the person to the school principal or authorized designee, who shall: verify and record the person’s credentials (at least, name, agency, and badge number), record the names of all persons they intend to contact, collect the nature of the person’s business at the school, request a copy of the court order or judicial warrant, log the date and time, and forward the request to the Superintendent and/or legal counsel for review.”

The revision has been reviewed by the District’s legal counsel and the Superintendent Leadership Team.

Below is the proposal for the 2026 Legislative Priorities. School Board Legislative Representative Meghan Jernigan, along with Director Emily Williams and all four student representatives—Izzy Frain and Nina Vermillion (Shorecrest), and Paige Eaton and Iris Peters (Shorewood) have been collaborating on the development of the priorities. Public Information Officer Rachel Belfield drafted the language and created a flyer. Director Jernigan led the discussion on Tuesday evening, which included an opportunity to make adjustments as needed. The proposed legislative priorities for 2026 included:

• Mental Health and Social-Emotional Wellbeing
  • Support the whole child by:
    • funding additional mental and behavioral health services
    • strengthening the provider pipeline
    • realigning staffing allocations so schools have the counselors, psychologists, nurses, family advocates, and other building-level support positions needed to provide comprehensive care for students
• Universal Free School Meals
  • Ensure every student has access to the nutrition needed for learning by providing universal free school meals for all students statewide
• Adequate MSOC Funding
  • Increase Materials, Supplies, and Operating Costs (MSOC) allocations to keep pace with rising insurance, utility, and other operational expenses so districts can sustain safe and functional learning environments.
• Do Not Decrease Sustain Current Investment in Schools
  • Keep K-12 education funding at current and inflation-adjusted levels.
  • Re-invest any declining enrollment amounts equitably into the K-12 system.
• No Unfunded Mandates
  • Ensure all existing and new public school directives receive the necessary funding for implementation.

The district recommends updates to Policies 5241 and 5111, and the rescission of Policy 5120, as Policy 5111 now encompasses all related content.

• Policy 5241, Reporting Improper Government Action – Last updated in 1995. Revised to identify the correct RCW reference and includes the addition of the phrases, “consistent with the district’s procedures” and “whistleblower protection”.

Executive Director of Business, Finance, and Capital Projects Art Clarke presented  Resolution No. 2025-15, Proposition 1 - Replacement of Expiring Levy for Educational Programs and Operations, which was recommended for the Board’s adoption. The resolution has been prepared by District legal counsel to ensure conformity to laws of the State of Washington.

The current four-year Educational Programs and Operations (EPO) levy of the Shoreline School District will expire at the end of 2026. This levy provides the District with 16.5% of its General Fund operating revenue. In order for the District to meet all of its educational programs and operations’ needs, renewal of a four-year educational programs and operations levy is recommended.

The School Board adopted Resolution No. 2025-15, Proposition 1 – Replacement of Expiring Levy for Educational Programs and Operations, which authorizes a four-year levy (2027 – 2030) to be placed on the February 10, 2026 ballot in the estimated amounts and levy tax rates, as presented.

Executive Director of Business, Finance, and Capital Projects Art Clarke presented Resolution No. 2025-16, Replacement of Expiring Capital Levy for Technology Improvements and Support, which was recommended for the Board’s adoption. The resolution has been prepared by District legal counsel to ensure conformity to laws of the State of Washington.

The current 2022 four-year Capital Levy for Technology Improvements and Support will expire at the end of 2026. Renewal of the Capital Levy is recommended in order to meet the District’s ongoing technology needs for capital improvements, including but not limited to instructional software and hardware, student and staff computers and other devices, server and network replacements and upgrades including virus and firewall protection, data software and equipment, online curriculum and subscription resources, and staff support and related training. The proposed levy amounts are $3,500,000 more per year compared to the expiring 2022 Capital Levy for Technology Improvements and Support.

The School Board adopted Resolution No. 2025-16, Proposition 2 – Replacement of Expiring Capital Levy for Technology Improvements and Support as a four-year levy (2027-2030) to be placed on the February 10, 2026 ballot in the amounts and with the estimated levy tax rates, as presented.

Executive Director of Business, Finance, and Capital Projects Art Clarke presented about the School Levy Needs Committee Update that was presented to the levy committee, sharing that they agreed with the recommendations for a levy election in February 2026 for a replacement Educational Programs and Operations Levy (EP&O Levy) and replacement Capital Projects levy for Technology (Tech Levy).

Assistant Superintendent of Human Resources and Business Services Treena Sterk presented four policies for first reading. Three of these policies required updates to ensure compliance with current legal requirements. The fourth policy, 5255, Disciplinary Action and Discharge, is a policy recommended by legal counsel and the Washington State School Directors’ Association (WSSDA).

The District has consulted with WSSDA, District legal counsel, and reviewed applicable state and federal regulations to ensure full compliance. The proposed updates include the following:

• Policy 5223 – Conflict of Interest Updated to align with RCW requirements. This revision clarifies expectations around conflicts of interest while allowing for certain approved exceptions, such as tutoring.
• Policy 5255 – Disciplinary Action and Discharge Newly adopted policy aligned with RCWs. It defines staff conduct that may constitute grounds for disciplinary action or discharge, ensuring that employee expectations and potential consequences are clearly understood
• Policy 5258 – Drug-Free Schools and Workplace Updated to align with RCW standards regarding the possession, influence, and/or use of drugs and alcohol on school property.
• Policy 5259 – Federal Motor Carrier Safety Administration (FMCSA) Mandated Drug and Alcohol Testing Program Revised to reflect current RCW and federal legal requirements related to mandatory testing standards.

Assistant Superintendent of Schools Brian Schultz, Assessment Coordinator Heather Stroh, and Academic Reengagement Teacher Jennie Blockhus provided further context and understanding of the District’s current policies, procedures, and in-practice application of policies. They presented current disciplinary data and the role of academic reengagement in providing equitable access to education during long-term and emergency removals.

New permanent student discipline rules took effect in July 2025, prompting the District to review its student conduct policy and student discipline policy and procedure. Policy 3300, Policy 3310, and Procedure 3310P were reviewed and revised to make them consistent with the new student discipline rules. Legal counsel recommended no revisions for 3300P. Additional revisions to Policy 3310 and Procedure 3310P were made to more closely align the policy and procedure with WSSDA’s model student discipline policy and procedure (3241 and 3241P).

Policies 3300 and 3310 will be brought forward for recommended adoption at the Board’s October 21 regular meeting. Board members were encouraged to provide any suggestions for further revisions by the end of this week so they can be included in the October 21 board packet.

The Shoreline School District Alternative Learning Experience/Parent Partnership Program is called the Home Education Exchange (HEE) and is housed at Aldercrest Learning Center. During the 2024-2025 school year, HEE served 122 K-8 students from 72 families. As a hybrid/homeschool program, HEE provides a full complement of curriculum to families and engaging on-site classes in Math, Science, Literature, Writing, Art, Music, Drama, and STEM. We also enjoyed two all-school EXPO nights, with a wide array of performances by our classes and students. At a future Board Meeting, we hope to provide a performance by our amazing HEE Choir!

Jonathan Nessan is the Program Director and Lead Teacher with Laura Brown, Patricia Kreemer, office manager April Sargent, and five part-time HEE Coaches. The program provides a unique and valuable service of hybrid home/school learning both inside (56%) and outside (44%) Shoreline’s boundaries.

Mr. Nessan requested to present information on the program at Tuesday’s meeting as part of his required annual report to the Board of Directors.

The District and Shoreline Education Association (SEA) reached a tentative agreement at 3:00 AM on August 29, following more than 23 days of negotiations. This three-year contract (2025–2028) was ratified by SEA members with 96% approval on Tuesday, September 2, and is now being presented to the Shoreline School Board for approval. In addition to compensation increases of 0.0 (+IPD) in year one; 0.5% (+IPD) in year two; and 1.0% (+IPD) in year three, the agreement strengthens working conditions and addresses student-focused learning needs.

Key highlights of the Tentative Agreement (TA) include:

• Class Size and Staffing: Class staffing allocations in grades 4–12 will return to 2023–24 levels or lower. Workload relief is also provided in K–5 music and PE.
• Special Education Support: Additional resources are dedicated to elementary special education, including support for resource room teachers and reasonable staffing standards for Speech and Language Pathologists, Occupational Therapists, and Physical Therapists. A new 0.6 FTE Assistive Technology position will also be added over the life of the contract to help students and staff use communication and other technology tools to access curriculum.
• Professional Practice: Language updates align teacher evaluation with OSPI standards; clarify K–2 assessment schedules; and strengthen professional development opportunities. This includes early-release time to support districtwide professional development, while balancing educators’ needs for individual preparation and collaboration. New teacher training and mentoring support, as well as training for substitutes are also included.
• Leave and Employment Protections: Leave provisions (medical, religious, and personal) were updated to align with state law. The Reduction in Force (RIF) process was revised to ensure clear, consistent procedures if staff reductions become necessary.
• Equity Commitments: The agreement adds annual allowances for library support materials at Title I elementary schools, updates language affirming the district’s commitment to racial equity, and establishes stipends for school-based teams to engage in equity-focused work that ensures access and support for all students.
• Cell Phone Use: SEA and the District also signed a Memorandum of Understanding (MOU) committing to “Cell Phones Away for the Day,” which will inform the District’s ongoing development of a comprehensive cell phone policy

This agreement reflects the shared commitment of the District and SEA to support educators, improve working conditions, and strengthen learning environments for all Shoreline students.

The School Board voted to adopt the tentative agreements as presented.

In 2024, the Washington State Legislature passed Senate Bill 5462 requiring districts to update instructional materials policies based on a revised WSSDA model by October 1, 2025. In response, our district has revised Policy 2311 to align with the model, adding formal definitions, standardized categories of instructional materials, and clearer distinctions between Board and staff responsibilities while maintaining consistency with existing practices where possible.

District Academic Officer Mike VanOrden presented the recommended policy revisions, which will be brought forward for recommended adoption at the Board’s September 23 regular meeting.

The administrative team has separately updated Procedure 2311P to align with the WSSDA model procedures (2020P). A summary of those changes, along with the updated procedures, will be shared with Board members in Friday Briefings. The policy and procedures have been reviewed by legal counsel as well.
