RCW 28A.505.040 through 28A.505.080 requires that the Board of Directors of every school district meet for the purpose of fixing and adopting the budgets of the district for the ensuing year. A public hearing for the adoption of the budget was held in accordance with state statutes at Tuesday’s meeting.

On July 22 and August 12, 2025, administration presented information on the proposed 2025-2026 budgets to the Board. No subsequent changes have been made after the August 12, 2025, presentation.

At the August 26, 2025, School Board meeting, the General Fund, Capital Projects Fund, Debt Service Fund, Associated Student Body Fund, and Transportation Vehicle Fund budgets were presented for the Board’s approval. In addition to the budgets, the following were included for Board approval:

• Authority to Waive Board Policy 7130 Minimum Fund Balance
• 4-Year Budget and Enrollment Projection/Forecast (F-195F)
• 2025-26 MSOC (Materials, Supplies and Operating Costs) Disclosure (required by OSPI)

In addition to adopting the 2025-2026 budgets, the attached Resolution 2025-12 authorizes the Executive Director of Business, Finance, and Capital Projects to make necessary fund transfers, and the certification of the local excess levies for the 2026 calendar year, as approved by the voters as follows:

• General Fund $36,000,000
• Debt Service Fund $28,385,000
• Capital Projects Fund $ 3,500,000

The ESD has reviewed and approved the budget document (OSPI F-195).

The School Board voted to adopt Resolution 2025-12, Adoption of 2025-2026 Budget, as submitted.

Executive Director of Finance, Business, and Capital Projects Art Clarke presented the 2025-2026 budget, which is being processed to make the following changes from the budget presented in July:

• Local tax revenue increase - $3,215,144
• Added revenue and expenditures for the following federal grants that have been released: Title IIA, Title III, and Title IV
• ECEAP revenue update as Puget Sound ESD has provided a contract
• Beginning fund balance for September 1, 2025 is being reviewed to see if it needs to be updated after July revenue and expenditures have been posted

School Board Director Betnel provided a recap presentation of the school board mini retreat that was held on July 22, 2025. The retreat focused on goals and targets for the 2025-2026 school year.

Earlier this year, the District was informed that the current board meeting management software, e-Convene through Transact and endorsed by the Washington Association of School Administrators (WASA), would be “sunsetting” on June 30, 2025. As a result, staff in the Superintendent’s Office as well as IT Director Eric Caldwell participated in demonstrations performed by Matt Ervin of Diligent Corporation, regarding their Washington State School Directors’ Association (WSSDA)-endorsed platform, Diligent Community. Demonstrations included a review of nearby Mukilteo School District’s use of the platform, which is an updated version of BoardDocs, also from Diligent. BoardDocs has been in use for approximately 20 years; this version includes upgrades. The Board approved an agreement with Diligent Corporation at the May 6 regular meeting.

Board officers requested that Matt Ervin demonstrate the software platform at this regular board meeting. The slides that were shared in the initial demonstrations are attached.

Proposal

It was noted in the recent 2023-2024 audit exit of the district’s financials that Policy 5140 should be updated in order to address the requirements of RCW 28A.400.200(4). Additionally, it was also noted that Policy 5145, Supplemental Contracts, should be updated for the same reason. The decision was made to fold Policy 5145 into Policy 5140 and rescind Policy 5145.

Policy 7240 has not been updated since May 20, 2002. Board officers suggested that updates would be appropriate at this time. Specifically, there are items listed as tuition-paid programs that are no longer applicable, e.g. all-day kindergarten, before and after school programs. Additionally, the phrase regarding persons age 21 or older attending regular educational programs is proposed to be deleted.

Assistant Superintendent of Business & Operations Angela Von Essen and Director of Finance & Business Services Art Clarke presented an overview of the 2025 legislative impacts on the District’s budget for the current and 2025-26 fiscal years.

The District Instructional Materials Committee (DIMC) meets throughout the year to review submissions of instructional materials for classroom use, with recommendations forwarded to the Board. The April and May 2025 meeting minutes are combined in the report, as the April meeting included only one recommendation so it was held for the May report. DIMC also reviewed IXL Reading but did not recommend it for adoption, so it is being presented here for information only. Beast Academy was reviewed and recommended in December but held for Board consideration until its intended use for next year could be confirmed. Minutes from the December 2024 meeting are also included in the report.

The Board expressed interest in a possible revision to the recommendation and requested additional information and guidance. These recommendations of DIMC will be brought back for second reading and recommended adoption at the Board’s regular meeting on June 17, 2025.

Superintendent Susana Reyes presented revisions to Board Policy 7423, Periodic Audit, which was adopted in December of 1988 and has not been revised since that time. These proposed revisions more accurately identify the State Auditor’s Office as the entity performing the periodic audits as determined by state and federal law.

The revisions also include verbiage related to pertinent notifications to the Board regarding the audits. These revisions have been reviewed by the District’s legal counsel and shared with the Superintendent Leadership Team for their review as well.

The School Board discussed Policy 9250, reviewing the substantive revisions made by Director Williams and President Betnel since the first reading that incorporated board and staff feedback. The School Board adopted the policy, and next steps are for the superintendent or their designee to develop procedures to support the decision-making process and the implementation of an approved name.

The School Board appointed Pro and Con Committee members.

The City of Shoreline is finalizing its plans to construct a roundabout at the intersection of Greenwood Avenue N and NW Innis Arden Way as a mitigation requirement for the development of the Shoreline Community College. The District owns approximately 8,000 square feet of unused property where the roundabout will be constructed, which is located at the southeast portion of the Highland Terrace Elementary School. The City would like to purchase the property so they can proceed with the Project.

After Board discussion and an opportunity for public comment, the School Board voted to adopt Resolution 2025-6, declaring the designated Highland Terrace property as surplus and authorizing the sale of the property to the City of Shoreline for the Roundabout Project.

Superintendent Susana Reyes and Assistant Superintendent of Business and Operations Angela Von Essen presented the first reading of a draft Reduced Educational Program (REP), which covered:

• budget deficit context driving the need for reductions
• review of previous and current year efforts, and the ongoing work to address fiscal challenges
• review of the draft REP and proposed reductions
• the next steps, including a plan for binding conditions

The draft REP has been developed as part of the 2025-26 budget development process. A REP is a legally required step taken by a school district to implement a reduction in force (RIF, aka: layoffs) for the following school year.

A resolution for recommended adoption will be presented to the Board at their regular meeting on April 15, 2025.

Director of Secondary Academic Programs/CTE Dr. Dan Gallagher and Executive Director of Student Services Trish Rodgers presented a report on high school graduation rates through the 2023-24 school year and postsecondary outcomes. The goal of the presentation was to create awareness and understanding of high school graduation and postsecondary outcomes of Shoreline students, why these outcomes matter, responsive actions taken, preliminary results, and next steps. The postsecondary outcomes section included data for students who had received special education services while enrolled in Shoreline schools.

  • The projected ending fund balance of 2.4% is below the 4% board policy requirement. In order to have the available funds to meet monthly payroll and accounts payable, the minimum fund balance policy becomes even more crucial for cashflow as costs continue to rise.
  • While the projected deficit has improved from $4.12M to $2.43M, continued monitoring of both revenues and expenditures is essential as well as further reductions will be necessary to minimize the impact on fund balance.
  • Higher than budgeted enrollment is generating additional revenue. Staffing levels are also monitored monthly for class size considerations.
  • The significant funding gap between state revenue and program costs requires continued advocacy at the state level for improved funding.

Assistant Superintendent of Business and Operations Angela Von Essen and Director of Maintenance, Operations, and Capital Projects Dan Stevens presented a a summary and overview of the 2023-2024 Study and Survey report, including next steps. The 2023-2024 Study and Survey report presents a comprehensive assessment of Shoreline School District's facilities, which was provided in two parts: 1) evaluation of district buildings’ current condition and adequacy, and 2) a capital facilities plan for 2024-2029 to inform the future work and bond projects within the District. The report also allows the District to be eligible for state funding assistance for school construction. The assessment and report were conducted and prepared by NAC Architecture, starting in December 2023 and concluding in January 2025. Per WAC 392-341-025, OSPI requires that a Study and Survey report be completed every six years.

Resolution 2025-3 was adopted by the School Board in order to acknowledge acceptance of the 2023-2024 Study and Survey.

Each year, the Washington Interscholastic Activities Association (WIAA) invites submissions of additions and/or revisions from athletic directors across the state and the WIAA Executive Board to the WIAA Handbook; which is the guide for rules and regulations for all WIAA sports in all schools across the state. Each year, the amendments are reviewed and voted on by the WIAA Representative Assembly. Ahead of the Assembly, school boards have the ability to review and provide feedback on the proposed amendments. Below are the proposed amendments that will be considered and voted upon at the Representative Assembly in the first week of April. Some wording changes were agreed upon after submission during a meeting in January, which are highlighted in yellow. Board Officers have connected with district staff around the impacts and implications of these proposals and, based on their input, our shared goals, and stated values as a district, we recommend returning the following direction for the amendments:

• Support: Amendments 3, 6, 9, 10, 13, 16

• Oppose: Amendments 1, 2, 4, 5, 7, 8, 11, 12, 14, 15

The School Board voted to approve the direction for the amendments as presented by School Board President Betnel.
