SEBB 2026 Annual Open Enrollment is Now Closed
The SEBB Program's Annual Open Enrollment (OE) for 2026 was October 27 - November 24, 2025. Annual open enrollment is now closed. Changes made during annual open enrollment and 2026 premiums will go into effect on: January 1, 2026.
Spousal Premium Surcharge Letters Mailed to SEBB Subscribers on December 5, 2025
On December 5, 2025, the WA HCA SEBB Program mailed letters directly to SEBB subscribers who are covering a spouse or state-registered domestic partner that did NOT attest to the spousal premium surcharge by the November 24, 2025 annual open enrollment deadline. The letter notifies subscribers that they have a grace period, until December 31, 2025, to do their spousal attestation by completing a 2026 SEBB Premium Surcharge Attestation Change Form. Completed forms can be submitted to hr.benefits@ssd412.org or to the Human Resources, Attn: Benefits. If you receive this spousal premium surcharge letter from the WA HCA SEBB Program you need to do as requested - otherwise starting January 1, 2026 you will be charged a $50 monthly spousal premium surcharge.
Special Open Enrollment
Certain life events let you change your benefits outside of annual open enrollment. These events are called "special open enrollment" events. To learn what events qualify for special enrollment and the steps you need to take to change your benefits, please visit the WA HCA website/"Special open enrollment" section.
Benefits 24/7 has replaced SEBB My Account
Effective Tuesday, January 16, 2024, all benefit eligible SEBB subscribers accounts are now accessible via Benefits 24/7, which has replaced SEBB My Account. If when logging onto your Benefits 24/7 account you get an error message that indicates you "are not authorized to use this application" or something similar, please try to refresh the webpage and try again. It is a known glitch in the WA HCA system.
