Throughout the 2024-25 school year and beyond, we will align our work to the strategic plan and track our progress toward the measurable goals outlined in the plan. We will also share stories and information about how the strategic plan is guiding and supporting success in Shoreline schools.

STRATEGIC AREAS OF FOCUS

Our strategic plan, “Envision Shoreline: Engage. Inspire. Empower.” is built around three areas of focus that create an integrated framework designed to ensure that students are prepared to thrive academically, socially, and emotionally.

The foundation is the district-wide, inclusive Multi-Tiered System of Supports (MTSS)

This framework delivers targeted support to students, ensuring they receive the necessary assistance to succeed academically and behaviorally. MTSS integrates data-driven decision-making and evidence-based interventions to lift up every student, creating a consistent and equitable approach across the district. It allows for timely interventions to enhance literacy, academic, and social-emotional outcomes while addressing disparities.

Building on a foundation of MTSS, the first pillar is the goal of ensuring that all of our students are successful by emphasizing literacy.

The core elements of literacy—phonemic awareness, phonics, fluency, vocabulary, comprehension, oral language skills, and background knowledge—are essential for developing proficient reading skills. Together, these components enable students to decode text, understand and interpret meaning, and communicate effectively, for academic success and lifelong learning.

The second pillar is the goal of ensuring students are successful by emphasizing and providing support for students’ behavioral, social, and emotional needs.

Addressing these areas is crucial for creating a safe and nurturing learning environment where each student can thrive. When students receive adequate support in managing their emotions and behaviors, they are better equipped to focus on their academic work, as well as important interactions with their peers. Social-emotional learning (SEL) instruction teaches students vital skills such as self-awareness, self-management, social awareness, relationship skills, and responsible decision-making.

This approach helps develop resilient, adaptable, and well-rounded global citizens who are equipped to confidently navigate both academic challenges and the broader demands of life, ultimately leading to personal and professional success.

  • Develop a 3-year, inclusive, district MTSS implementation plan
  • Support current MTSS teams in each school
  • Incorporate strategies into school improvement plans to address disparities in grades received by Hispanic/LatinX students
  • Review intervention programs

  • Provide training about explicit phonics instruction, fluency, vocabulary, and comprehension K-5
  • Identify and implement academic interventions
  • Evaluate K-5 Tier I literacy supplemental curriculum
  • Identify and implement support for students in 6th grade Humanities/English Language Arts and then “scale up” to grades 7 and 8
  • Provide training in Guided Language Acquisition Design

  • Provide training about supporting behavioral, social, and emotional learning; restorative justice; and trauma-informed practices
  • Review and implement an assessment system to identify students’ behavioral, social, and emotional needs
  • Identify and implement support and intervention
  • Evaluate evidence-based, culturally responsive, anti racist, social-emotional learning curriculum

STRATEGIC PLAN TARGETS

To track our progress, we have set three ambitious targets that include all students, with particular attention to LatinX, Native American/Indigenous, Black and African American students, Multilingual Learner students, students who receive free and reduced price lunch, and students with disabilities.

By Spring of 2029:

  • 85% of Shoreline 5th and 8th graders will read at grade level
  • 95% of Shoreline students will report feeling safe and welcome in school

We acknowledge that public institutions such as schools have a history of marginalizing specific communities, and we are determined to create a more equitable learning system for all of our students. We believe in all students' ability to shape their own futures and are dedicated to providing the support they need to develop strong academic, life, and career skills. By recognizing each student's needs and encouraging them to see themselves as learners, creators, and innovators, we help them take charge of their education and achieve their goals and dreams.

Development of Envision Shoreline, Shoreline Schools’ strategic plan for 2024-27, has been a significant collaborative effort, reflecting the commitment of our community to the future of our students. The theme "Engage. Inspire. Empower.” is a familiar trio of language that represents our commitment to lifting the entire school district community through collective effort and support. By engaging all stakeholders, inspiring our students and staff, and empowering every individual, we aim to create a thriving educational environment. Together, we will build a brighter future for our students, where literacy, growth, and support are the hallmarks of their educational journey.
